I have it already but i does not install xvm :/ for a reason

It should work as I used it recently.
Perhaps you have some residual XVM files present as these can prevent it running properly? Do a search for these in your WoT root and all sub folders and delete any you find to make sure it is a "clean" instal. Also make sure you have deleted XVM-Stats as this is no longer required.
Try the XVM installer again after you have removed any pre-existing files and hopefully it will launch OK directly from the normal WoT launcher.
Top tip - you can play around setting your XVM config and any mods you want to use by launching a 0.8.8 replay rather than doing it in game - this saves crashing in a real game

Yeah i reinstalled the game before i download the patch then i tried to install xvm but xvm-stats.exe is missing

XVM stats is no longer required and must be removed or XVM will not work. XVM, when installed, will launch when you start the game with the standard game launcher - it doesn't launch from XVM-Stat.exe anymore.

Just to confirm XVM is OK:
"Storm states that the Noobmeter mod (or the XVM) won’t be banned, as it doesn’t interfere in anything, but there will be an option to disclose player statistics only to friends and clanmates (not public). When asked about the possibility that everyone with 1-49 percent winrate will simply hide their stats, making Noobmeter useless, Storm replies: “Everything is possible”"
