Well you can't certainly say the 1.25 damage of your own HP pool is the magic line, there will be always exceptions like scouts, semi scouts like bat and heavys with unique roles like Maus (currently very unique walking premium amo burner).
I can't read it now since forums are on maintenance again, so don't remember exact numbers.
However, if I see someone with DPB of 1.25x or more of own HP pool on meds/heavies, its usually pretty much the best of the best (if general picture like kills/game, XP/game, WR etc. matches too to some degree), not just the good/great ones.
But as even Garbad himsels states, DPB is good as general indicator but very overrated as mostly other stats like EFF/WN7 do and is not the true indicator. There are a lot of players who over match him by decent margin in DPB playing solo randoms in certain tanks but who are like 5-15% under his WR for solo randoms only (see his various challenges like t-62a).
Another thing is, in a lot of situations damage doesn't matter, because the game is already won/lost/enemy would have died by ally in a matter of seconds anyway.
You can influence the battle a lot by doing scouting, spotting, scout hunting, distracting/flanking/helping keeping a weak line alive, doing aggressive timed push, killing enemy arty, being at the right place at the right time.
That's also why I think situational awareness and tactics is the most important skill and is what makes a difference between good, great and best players.
